Howell Marine Consulting (HMC) is a UK-based marine consultancy working at the intersection of science, policy, and practice to accelerate a sustainable Blue Economy. Our mission is to help governments, investors, NGOs, and industry design solutions that restore ocean health while enabling economic opportunity.
We bring deep expertise in marine governance, strategy, and stakeholder engagement, with a track record of shaping national and international initiatives on biodiversity conservation, offshore wind, fisheries, marine minerals, and marine spatial planning. From multi-million research and investment funds such as the UKRI NERC ECOWind and ECOFlow programmes, to bespoke finance models like the Scottish Marine Environmental Enhancement Fund, HMC has supported the design and delivery of mechanisms that unlock capital for nature-positive outcomes.
